John C. Pelham

John Pelham’s practice focuses on the representation of local and other special purpose governments.

After several years in private practice, John served as staff attorney and then assistant County attorney for the Leon County Board of County Commissioners in the mid 1980’s. After re-entering the private sector, John served as General Counsel to Leon County, representing the County in a broad range of legal matters, including drafting ordinances and land development regulations, contract and procurement requests, development and review and litigation matters, including civil rights and constitutional challenges instituted by and against the County.

For more than a decade, John also served as either General Counsel or Special Litigation Counsel for Liberty County. During this time, he represented the County’s interests in all significant litigation in state and federal courts as well as in administrative proceedings.

Since the establishment of the Florida Governmental Utility Authority in 1999, John has served as General Counsel to the Authority, providing advice and counsel to the Authority Board of Directors, handling day to day legal needs and representing the Authority in administrative proceedings as well as trial court and appellate proceedings.

John holds a Bachelor of Arts Degree in European History and a Master of Science Degree in Administration and Supervision from Troy State University. He received his Juris Doctorate from The Florida State University College of Law.
